Oulu2026: Where culture, art and music take centre stage

As European Capital of Culture 2026, Oulu is stepping into the international spotlight as one of this year’s most intriguing travel destinations, where culture, nature and innovation meet. The opening festival of Oulu2026 was one of the largest events in the city’s history, and this summer and autumn will see highlights such as the Lumo Art & Tech festival, the famous Air Guitar World Championships and Climate Clock.
The city of Oulu is proud of how its geography has shaped its identity: this is an Arctic city where dense urban life exists side by side with snow-covered forests, frozen rivers, coastal paths and vast open skies. “Oulu is unique because the Arctic and the urban environment intertwine effortlessly here,” says Lasse Launimaa, marketing and communications specialist of Oulu2026. “Locals and visitors alike can experience high-level culture, creativity, and technology in the middle of a northern landscape that shapes everyday life.”
With its friendly atmosphere, strong sense of community, and reputation as a digital innovation hub, Oulu is a place where Arctic heritage, modern technology, and joyful creativity come together. As European Capital of Culture 2026, the city offers an extensive programme that includes nearly 200 projects and thousands of events for both tourists and locals to enjoy, from Sámi culture and contemporary art to pop-up festivals, food events, and tech-driven light and digital installations.

Massively successful programme so far
The countdown to the European Capital of Culture Year at Ouluhalli on 31 December proved popular, and the main Oulu2026 Opening Festival in the middle of January attracted an impressive 250,000 visits. “It’s a fantastic turnout for a festival that took place at the coldest and darkest time of the year – the whole city was packed with people,” says Launimaa.
Frozen People, an electronic music and northern art festival held on ice this spring, was incredibly popular, too. The programme included installations, light art, participatory numbers and performances. This was an example of how culture in Oulu can be experienced outdoors, in winter and in close connection with the surrounding environment.

Stepping into the international spotlight
Through Oulu2026, the city has gained a place on the international travel radar, with leading media taking notice. “We’re humbled by the media attention and positive reactions,” says Launimaa. “For the opening festival, we had around 80 international journalists coming, sharing stories from our wonderful city.”
The Guardian portrays Oulu as a distinctive northern tech city where creativity, community and a touch of playful eccentricity define life in the Arctic, while The Independent describes it as an unconventional capital of culture where screaming choirs and air-guitar championships reign. Furthermore, National Geographic has named Oulu one of the best places in the world to travel to in 2026, BBC Travel highlights it as one of Europe’s most intriguing destinations this year, and Condé Nast Traveler presents it as a forward-looking northern city where climate action, culture and creativity meet.

The resilience and adaptability of nature
Climate Clock, which opens on 13 June, is one of the key productions of Oulu2026. It intertwines art with science and nature to inspire environmental awareness, with seven major artworks that stress the resilience and adaptability of nature.
The production curated by Alice Sharp features several public artworks, which are located – with the exception of the ones in Oulu city centre – in natural settings such as forests, rivers and seashores. In each location, the artworks will invite us to consider what we can do now, in the present moment, to preserve and strengthen our connection to nature.
“The series brings together art, science and nature to strengthen environmental awareness and deepen our connection to nature’s time,” explains Launimaa. “The artworks highlight local pride in nature while exploring ways to preserve and strengthen our relationship with it. Each work presents an artistic perspective on how creativity and responsibility can come together, with artists collaborating with scientists to bring new awareness to natural cycles.”

Hub for innovation, art and technology
In the autumn, attention turns to one of Oulu’s longstanding strengths: technology. Known for decades as an Arctic and northern IT hub, the city uses Oulu2026 to explore the intersections of art, innovation and future thinking. Oulu’s ambition is clear: to position itself as a city where creative experimentation and technical expertise complement one another.

Lumo Art & Tech is a new international festival that combines art and technology through a variety of encounters at multiple venues, from light art and sound art to diverse forms of digital art. Building on the success of the Lumo Light Festival, it is expanding into a broader art and technology programme. “The festival brings together art and technology in a spectacular way,” says programme manager Henri Turunen. “The Lumo Light Festival has usually attracted around 100,000 visits, and we expect even more this year with the extended programme. It will put Oulu on the map as a leading Northern European city for art and technology.”
The Lumo Art & Tech festival, which takes place in November, will welcome creative professionals from the digital art and technology sectors worldwide, with a range of seminars, conferences, and other inspiring events. And audiences will be fully immersed in the fascinating world where art and technology intersect.
