Plan og Ressurs: Planning places for the future

Designing a functional neighbourhood is about more than just its physical infrastructure. It is about understanding how people, landscape and architecture can work together – and how those places can continue to serve the people who use them for years to come.
Based in Kongsberg, Plan og Ressurs works across Østlandet including the Oslofjord region, combining urban planning, landscape architecture and property development. The company follows projects from the early idea and concept stage to regulation and construction.

“We don’t just draw lines on a map,” says Joar-Andre Halling, owner and manager of Plan og Ressurs. The aim is to create functional, sustainable environments adapted to their surroundings and future users.
By integrating area planning and landscape architecture from the outset, Plan og Ressurs can identify challenges early and ensure that buildings, outdoor spaces and infrastructure work together as a whole. The company also experiments with AI and digital tools in early-stage feasibility studies.

Climate adaptation is becoming an increasingly important part of the work, with solutions such as green roofs, rain gardens and blue-green infrastructure helping communities prepare for more extreme weather. The company also transforms former industrial areas into new residential and commercial spaces.

For Halling, seeing these plans become real places is one of the most rewarding parts of the job. “It’s incredibly rewarding to know that a schoolyard we designed or a residential area we planned still provides a safe and enriching setting for people’s everyday lives.” After 18 years in the industry, that sense of lasting impact continues to drive Plan og Ressurs forward.
